Ryan has established a remarkable 44-year reputation within Elam & Burke as an authority in the areas of government law and urban renewal.

Born on the south side of Chicago in 1951 and raised in a suburb of the same area, he is a steadfast White Sox fan. His journey into the legal realm started when he worked for a large law firm in downtown Chicago as a runner. He served as an undergraduate intern at the city of Peoria, IL, ombudsman office, that sparked his interest in municipal law.

Ryan’s legal knowledge grew during his time as a Deputy City Attorney for the city of Boise, where he concentrated on municipal civil law. His work with the Boise Redevelopment Agency (later renamed the Capital City Development Corporation, CCDC) solidified his expertise in urban renewal projects.

In 1979 he joined Elam & Burke, where he has since focused his skills in municipal law, administrative law, and legislative work. He has been instrumental in the implementation of Idaho’s Urban Renewal Law and Economic Development Act, including numerous legislative efforts. He assisted in the formation of the Redevelopment Association of Idaho.

His portfolio includes the redevelopment of downtown Boise with significant projects such as the new Ada County Courthouse and surrounding buildings and the revamping of the 8th Street Marketplace. His efforts have facilitated the completion of key projects not just in Boise, but in Idaho Falls, Heyburn, Jerome, and Ketchum, often utilizing urban renewal incentives.

Outside his professional life, Ryan served for eighteen years as chairman of the Boise State University Bronco Athletic Association Endowment Committee. He also devoted over twenty years as a certified referee, officiating soccer matches at various levels. He plays a bit of golf, explores the greenbelt of Boise, and relishes the tranquility of McCall.  Ryan and his spouse were introduced to international travel by close friends and have visited Europe on numerous trips.  A family man at heart, he cherishes spending time with his spouse, sons, daughters-in-law, and grandchildren.
